Start a training battle against Astoroth. Have Ivy use her Gnome Huntress (Down and C Right on default controls) without anyone moving and just use the one that comes out STRAIGHT. You will notice that Astorath will get hit, despite not being hit by Gnome Huntress at all! For some reason Gnome Huntress comes out a little bit ahead PRIOR to the rest of it coming out.
